{"id":42937,"date":"2022-01-26T20:43:53","date_gmt":"2022-01-27T01:43:53","guid":{"rendered":"http:\/\/prefblog.com\/?p=42937"},"modified":"2022-01-26T20:43:53","modified_gmt":"2022-01-27T01:43:53","slug":"january-26-2022","status":"publish","type":"post","link":"https:\/\/prefblog.com\/?p=42937","title":{"rendered":"January 26, 2022"},"content":{"rendered":"<p>The <a href=\"https:\/\/www.federalreserve.gov\/newsevents\/pressreleases\/monetary20220126a.htm\">FOMC was calm today<\/a>:<\/p>\n<blockquote><p>Indicators of economic activity and employment have continued to strengthen. The sectors most adversely affected by the pandemic have improved in recent months but are being affected by the recent sharp rise in COVID-19 cases. Job gains have been solid in recent months, and the unemployment rate has declined substantially. Supply and demand imbalances related to the pandemic and the reopening of the economy have continued to contribute to elevated levels of inflation. Overall financial conditions remain accommodative, in part reflecting policy measures to support the economy and the flow of credit to U.S. households and businesses.<\/p>\n<p>The path of the economy continues to depend on the course of the virus. Progress on vaccinations and an easing of supply constraints are expected to support continued gains in economic activity and employment as well as a reduction in inflation. Risks to the economic outlook remain, including from new variants of the virus.<\/p>\n<p>The Committee seeks to achieve maximum employment and inflation at the rate of 2 percent over the longer run. In support of these goals, the Committee decided to keep the target range for the federal funds rate at 0 to 1\/4 percent. With inflation well above 2 percent and a strong labor market, the Committee expects it will soon be appropriate to raise the target range for the federal funds rate. The Committee decided to continue to reduce the monthly pace of its net asset purchases, bringing them to an end in early March. Beginning in February, the Committee will increase its holdings of Treasury securities by at least $20 billion per month and of agency mortgage\u2011backed securities by at least $10 billion per month. The Federal Reserve&#8217;s ongoing purchases and holdings of securities will continue to foster smooth market functioning and accommodative financial conditions, thereby supporting the flow of credit to households and businesses.<\/p>\n<p>In assessing the appropriate stance of monetary policy, the Committee will continue to monitor the implications of incoming information for the economic outlook. The Committee would be prepared to adjust the stance of monetary policy as appropriate if risks emerge that could impede the attainment of the Committee&#8217;s goals. The Committee&#8217;s assessments will take into account a wide range of information, including readings on public health, labor market conditions, inflation pressures and inflation expectations, and financial and international developments.<\/p>\n<p>Voting for the monetary policy action were Jerome H. Powell, Chair; John C. Williams, Vice Chair; Michelle W. Bowman; Lael Brainard; James Bullard; Esther L. George; Patrick Harker; Loretta J. Mester; and Christopher J. Waller. Patrick Harker voted as an alternate member at this meeting.<\/p><\/blockquote>\n<p>But <a href=\"https:\/\/www.nytimes.com\/live\/2022\/01\/26\/business\/fed-rate-decision-stocks-inflation\">comments to the press were hawkish<\/a>:<\/p>\n<blockquote><p>Central bankers left rates unchanged at near-zero \u2014 where they have been set since March 2020 \u2014 but the statement after their two-day policy meeting laid the groundwork for higher borrowing costs \u201csoon.\u201d Jerome H. Powell, the Fed chair, said officials no longer thought America\u2019s rapidly healing economy needed so much support, and he confirmed that a rate increase was likely at the central bank\u2019s next meeting.<\/p>\n<p>\u201cI would say that the committee is of a mind to raise the federal funds rate at the March meeting, assuming that the conditions are appropriate for doing so,\u201d Mr. Powell said.<\/p>\n<p>While he declined to say how many rate increases officials expected to make this year, he noted that this economic expansion was very different from past ones, with \u201chigher inflation, higher growth, a much stronger economy \u2014 and I think those differences are likely to be reflected in the policy that we implement.\u201d<\/p><\/blockquote>\n<p>The BoC was <a href=\"https:\/\/www.bankofcanada.ca\/2022\/01\/fad-press-release-2022-01-26\/\">similarly mild<\/a>:<\/p>\n<blockquote><p>The Bank of Canada today held its target for the overnight rate at the effective lower bound of \u00bc %, with the Bank Rate at \u00bd % and the deposit rate at \u00bc %. With overall economic slack now absorbed, the Bank has removed its exceptional forward guidance on its policy interest rate. The Bank is continuing its reinvestment phase, keeping its overall holdings of Government of Canada bonds roughly constant.<\/p>\n<p>The global recovery from the COVID-19 pandemic is strong but uneven. The US economy is growing robustly while growth in some other regions appears more moderate, especially in China due to current weakness in its property sector. Strong global demand for goods combined with supply bottlenecks that hinder production and transportation are pushing up inflation in most regions. As well, oil prices have rebounded to well above pre-pandemic levels following a decline at the onset of the Omicron variant of COVID-19. Financial conditions remain broadly accommodative but have tightened with growing expectations that monetary policy will normalize sooner than was anticipated, and with rising geopolitical tensions. Overall, the Bank projects global GDP growth to moderate from 6\u00be % in 2021 to about 3\u00bd % in 2022 and 2023.<\/p>\n<p>In Canada, GDP growth in the second half of 2021 now looks to have been even stronger than expected. The economy entered 2022 with considerable momentum, and a broad set of measures are now indicating that economic slack is absorbed. With strong employment growth, the labour market has tightened significantly. Job vacancies are elevated, hiring intentions are strong, and wage gains are picking up. Elevated housing market activity continues to put upward pressure on house prices.<\/p>\n<p>The Omicron variant is weighing on activity in the first quarter. While its economic impact will depend on how quickly this wave passes, it is expected to be less severe than previous waves. Economic growth is then expected to bounce back and remain robust over the projection horizon, led by consumer spending on services, and supported by strength in exports and business investment. After GDP growth of 4\u00bd % in 2021, the Bank expects Canada\u2019s economy to grow by 4% in 2022 and about 3\u00bd % in 2023.<\/p>\n<p>CPI inflation remains well above the target range and core measures of inflation have edged up since October. Persistent supply constraints are feeding through to a broader range of goods prices and, combined with higher food and energy prices, are expected to keep CPI inflation close to 5% in the first half of 2022. As supply shortages diminish, inflation is expected to decline reasonably quickly to about 3% by the end of this year and then gradually ease towards the target over the projection period. Near-term inflation expectations have moved up, but longer-run expectations remain anchored on the 2% target. The Bank will use its monetary policy tools to ensure that higher near-term inflation expectations do not become embedded in ongoing inflation.<\/p>\n<p>While COVID-19 continues to affect economic activity unevenly across sectors, the Governing Council judges that overall slack in the economy is absorbed, thus satisfying the condition outlined in the Bank\u2019s forward guidance on its policy interest rate. The Governing Council therefore decided to end its extraordinary commitment to hold its policy rate at the effective lower bound. Looking ahead, the Governing Council expects interest rates will need to increase, with the timing and pace of those increases guided by the Bank\u2019s commitment to achieving the 2% inflation target.<\/p>\n<p>The Bank will keep its holdings of Government of Canada bonds on its balance sheet roughly constant at least until it begins to raise the policy interest rate. At that time, the Governing Council will consider exiting the reinvestment phase and reducing the size of its balance sheet by allowing roll-off of maturing Government of Canada bonds.<\/p><\/blockquote>\n<p>&#8230; but in accordance with its usual practice did not publish the votes, since Governing Council members have no confidence in themselves.<\/p>\n<p>Macklem was <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-bank-of-canada-interest-rate-hike-announcement\/\">temperate in his remarks<\/a>:<\/p>\n<blockquote><p>\u201cWe all agreed it was paramount that we take action to ensure that this rise in near-term inflation expectations doesn\u2019t start to migrate to medium- and long-term inflation expectations,\u201d Bank of Canada Governor Tiff Macklem said in a media conference following the rate announcement.<\/p>\n<p>\u201cEverybody should expect interest rates to be on a rising path,\u201d he said. \u201cA path is not one move. A path is a number of steps.\u201d<\/p>\n<p>The bank disappointed many financial market participants, who believed the high inflation and rising fears about price pressures among consumers and businesses would compel the central bank to begin raising rates immediately.<\/p><\/blockquote>\n<p>Five-Year Canadas now <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-bank-of-canada-interest-rate-hike-announcement\/\">yield 1.68%<\/a>.<\/p>\n<p>PerpetualDiscounts now yield 4.83%, equivalent to 6.28% interest at the standard equivalency factor of 1.3x. <a href=\"https:\/\/www.bmo.com\/gam\/ca\/advisor\/products\/etfs?fundUrl=\/fundProfile\/ZLC#fundUrl=%2FfundProfile%2FZLC\">Long corporates<\/a> now yield 3.63%, so the pre-tax interest-equivalent spread (in this context, the \u201cSeniority Spread\u201d) has remained steady at the 265bp reported <a
